Tender & Bid Project Manager (ICT Infrastructure & Managed Services)

Assignment Description

The organization is preparing a European public procurement procedure (EU tender) to select a new ICT partner responsible for the technical management of its entire ICT landscape.

To support both the procurement process and the transition from the current IT service provider to the new provider, the organization is seeking an experienced Tender & Bid Project Manager who can lead the procurement process and manage the transition program.

The Project Manager will be responsible for:

• Preparing, executing, and completing the procurement process
• Implementing the new IT service delivery model
• Establishing professional service management and technical governance

Key Responsibilities

• Lead the entire procurement and tender process
• Assess and analyze the current IT services, contracts, and improvement opportunities
• Advise on the desired sourcing strategy and service delivery model
• Develop or coordinate the development of tender documentation, including procurement guidelines, requirements specifications, award criteria, and evaluation methodology
• Coordinate with internal and external stakeholders and advisors
• Manage evaluation, contract award, and contract negotiations
• Develop and execute the project and transition plan
• Report progress to the client and steering committee
• Establish the transition organization, oversee implementation activities, and ensure a successful handover

Mandatory Requirements (Knock-out Criteria)

Candidates must meet all of the following requirements:

1. Completed Bachelor’s degree (HBO level)
2. Minimum 5 years of experience as an ICT Project Manager or Project Lead within the public sector
3. Proven experience as the lead Project Manager for at least one European ICT procurement/tender within a government organization (clearly specify role, organization, scope, and procurement phase)
4. Experience with procurements involving IT infrastructure and/or managed services, including knowledge of relevant procurement legislation and regulations
5. Demonstrable expertise in service management and service level management

Preferred Qualifications

The following qualifications are highly desirable:

• Bachelor’s degree in Information Technology, Business Administration, Public Administration, or a related field
• Experience with European tenders within municipal cooperation organizations
• Experience in supplier management, contract management, and IT outsourcing
• Relevant certifications, such as:
  • PRINCE2
  • IPMA
  • ITIL

  (The more of these certifications a candidate holds, the stronger the profile.)

• Demonstrated experience planning and managing transitions between IT service providers

Practical Information
